Canada is introducing significant changes to its immigration system through the proposed Strong Borders Act, announced June 3, 2025, with clarifications issued June 17. These reforms aim to enhance processing efficiency, improve fairness, and strengthen border security while maintaining Canada’s humanitarian values.
Key Reforms Under the Strong Borders Act
1. Enhanced Document Control
IRCC will gain authority to cancel or suspend visas/permits in cases of:
- Fraudulent activity
- Public safety risks
- National emergencies
This allows faster action against misuse while protecting legitimate applicants.
2. Improved Data Sharing Between Agencies
- Faster information exchange between IRCC, provinces, and law enforcement.
- Maintains strict privacy protections while combating fraud more effectively.
3. Streamlined Asylum Processing
- Accelerated processing for genuine claims.
- Clearance of inactive cases to reduce backlog.
- Online system improvements for consistency and efficiency.
4. Stricter Asylum Eligibility Rules
New ineligibility criteria:
- Claims filed >1 year after arrival
- Claims filed >14 days after irregular entry
Exception: Pre-Removal Risk Assessment (PRRA) remains available for high-risk cases.
